02972867c7 update .gamedata & add server settings 
Gamedata File Updated - Rhyniognatha added to base gamedata file.
Administraion - add settings: SecureSendArKPayload, UseItemDupeCheck, UseSecureSpawnRules.
Server Details - Event Color percentage override.
Rules - Fjordhwak inventory cooldown.
